I take it you mean a new topic ie. a new thread?
Go to the board on which you want to start the new thread.
Just above the list of names of the different threads, there are 3 buttons on the right side. The middle one is "New Thread". If you click on that one you can start the story/discussion etc that you want.

Proboards does not provide a button like that. However there is a link that will show you the 10 latest posts.
You will find this on the home page itself, towards the bottom, under Forum Statistics >> Stats >> look at the third line

Yeah, I think it's important that members have a voice here. So if there is anything that you think could be done, don't be shy. All suggestions will be looked at.

Hi guys, just joined so I don't know if its really my place to start suggesting things for the site.
Just a quick observation, the back links above the 'search' Reply' 'print' buttons is a bit difficult to read as it blends in with the red of the background?
As I say, not really sure if its my place and I hope im not coming across moany!
Cheers guys!

Hi Renemeulensteen! Firstly, welcome aboard! Secondly, it is everyone's place to make a suggestion, whether they are new or old As for the the back links, we could make them yellow or make them stand out a bit. However, the site design has such links (and many others) "dulled out" a bit to give the main focus to the discussions and reduce the color-attack on the website. The idea is to provide a clean, color coordinated site to the viewers and members of the board. However, I'll take up your suggestion with the owner of the forum and get his thoughts on the suggestion. Please feel free to add more suggestions. It helps us improve & evolve.

jayrannasaurus and I have been mulling over a little idea in the Stoke/Bitters thread, and I thought I'd raise it here. (jay gets the credit for the idea by the way, I'm just passing in along as an admirer.) This: oatcakefanzine.proboards.com/index.cgiis a Stoke City fan forum, and you will notice the very stylish collage they have as a background. Jay suggested, and I agree, that it might be an interesting change of scenery to trial something similar on RoM.

I reckon it's down to the administrator Bestie, or a poll or something?

My concern is that a busy background might aggravate my migraines. But I am just one man....
