If the PL has a solid case and the only thing holding it up is city going "we have infinite money and will hold this up for years" then there would be an almighty backlash. Id nearly expect clubs to pull out of playing them. Depends on how fucked the sport is though. Whether the rest of the PL have the balls to collectively stand up to them United had an excellent opportunity of refusing to play them last Sunday to turn the heat on them or say something about Footballleaks leading up to the match.
But perhaps PL doesn't have solid case "yet". So they are waiting for more evidence until making more proper statement.
As for fans, its always said that fans have no say...but I do think that's wrong without fans there is no football. So perhaps fans should start protesting them.
I'm not talking nesserly about city fans exclusive as considering their reactions it seems that they are lost cause, for most part..unless they finally wake up to the sad reality of what their club has actually become. But fans at other clubs....i'm not talking about United, Liverpool, Arsenal, Tottenham, but also Watford, Crystal Palace, Southampton, Brighton etc.

The next straw I'm clutching is a transfer ban for them seeing as they have clearly been offering incentives to youth players.
Both city and Chelsea are under investigation for breaking rules regarding buying youth players.
