Firstly, the Der Spiegel e-mail leaks (which City have essentially admitted are genuine) reveal such audacity, arrogance and sheer contempt for governing bodies, their reputations would be tarnished to an irreperable degree if they aren't seen to react strongly.
Given FIFA, UEFA, the FA AND the Premier League are all conducting investigations, none will want to be seen as a soft touch relative to the others in light of the leaks. If only one of the bodies was investigating City, the scrutiny would much more likely be a token gesture.
The established major clubs, whose suspicions of financial doping at City were confirmed by the leaks, have realised that collective lobbying of the governing bodies against City is far more likely to make a difference than individual, informal grumblings.
After all, the established elite are collectively a hefty force that wield considerable weight in the corridors of football power and they see the current spotlight on City as a way to potentially eliminate one of their key rivals.
This is why domestically they are coming together to lobby the FA and Premier League, but you can guarantee the same is happening across the continent's major powers with UEFA and even FIFA. Another relevant sub-plot is the worsening diplomatic relations between Qatar and the UAE. Qatar (who own PSG) seems to currently hold far greater influence and power within FIFA and UEFA than Abu Dhabi does (where City's owners are based, which is part of the UAE).
Do not be surprised if Qatar is using its influence within football's two most powerful governing bodies to add a completely new dimension to its diplomatic war with their cousins down the Persian Gulf coast.
That's not to say the UAE does not have a good relationship with both bodies, but if the UAE is on good terms with FIFA and UEFA, Qatar is well and truly under the duvet with Infantino and Ceferin. There are two key areas for the governing bodies to investigate- wages & salaries and commercial revenue. City's wages & salaries between 2013 and 2018 rose by only 13% in their official accounts when their Big 6 PL rivals' averaged an increase of 60% over the same period.
Based on how significantly wages & salaries in football have increased over recent years, it is nigh on certain City have hived off tens of millions in such costs through their parent company's accounts and other dubious locations.
City's reported commercial revenue is so blatantly absurd- and such a significant element of it appears to be traceable to Abu Dhabi - that investigators would lose all credibility if they claim City's £232m of commercial revenue in 2018 is above board. This story is not about fairness and right or wrong. It is all about power. For several years now, implied threat has been enough to keep suspicious eyes at bay.
Since the leaks emerged, numerous parties have sensed vulnerability and are mobilising to attack. If the governing bodies should implement anything, it is to effectively force City to declare a genuine position on their finances- if that happens, they will have little option but to dismantle what they have created (i.e. they can't afford that squad AND comply with FFP).
A ban from the Champions League would be damaging, but City being found to have committed financial doping on an epic scale through official investigations would be the ultimate embarrassment for Abu Dhabi. City's true financial position likely involves its owners breaking FFP rules by between £150m-£250m per annum. If that is brought to an end, fairness will be a by-product of a big power play.
This story is far from the foregone conclusion many think it is.

I have seen lot of fans of other clubs calling his what its, but fans unfortunetly have not much weight specially not on the internet. And still yet to see any protests on the football grounds over this. Which actually should be happing right now considering all the alegations. But in grand shame of things UAE doesn't have much weight in international politics so I doubt anyone in UK gov see them as threat also considerng UAE got it independance in 1970s from UK. The problem is Westminister has never actually cared about football. If you just look at Thatcher in the after math of Hillsbrough it tells you everything you need to know. If they did Westminester would probably have blocked the takeover on grounds of another country wanting to interfare with home affiers of UK (which actually is) and they probably still can.
