Could be a pen. Shoulder barge then Norwich player slides out a leg and gets none of the ball and takes James down. Without that leg slide, James is on his feet with the ball in front of goal.

James was still on his feet after initial contact, it looks like the leg slide that takes him down. First contact, no pen, second contact = pen. Watch Rash miss it.
