"It is I who makes decisions in terms of the quality and profile of a player, but I don't get involved in the business side at all - it is he (Abramovich) who makes the decisions to pay X or Y," Mourinho said in an interview with O Jogo.
"But the best players in the world don't make the best teams, you have to work hard to be successful."
Leeds United hovered over the abyss for some time after spending big in search of success, but Mourinho does not envisage Chelsea ever treading a similar path.
"There are clubs whose future is affected by the investments they make, but it is different at Chelsea," he stressed. "It is a club that relies on just one person. It is the money of Abramovich that funds it."
Mourinho has already made plans for next term by bringing in Michael Ballack, Andrei Shevchenko, Salomon Kalou and John Obi Mikel.
The Blues were forced to shell out some £16 million to prise Nigerian youngster Mikel from the grasp of Manchester United, but he claims his transfer policy is not based on denying rival teams the cream of the crop.
"I am a believer in having a squad of 24 players - two for each position, not of buying for the sake of buying or buying to prevent a player going to a rival club," he stressed.
"I always try to ensure that I keep a balance with the things I do.
"The only balance I have lost at Chelsea is the amount of money we spent on some transfers, but it is Abramovich's money."
