I don´t live in France but I´d guess it is because of the HUGE number of immigrants from those former colonies. Besides: half the french squad is born outside of France. And half of them are born in France, or lived in France since an early age but prefer to play for their team of their parents birth...i.e Chamakh for Morocco, Kanoute for Mali and Drogba for the Ivory Coast.

Here is my thoughts as ive swung between sticking up for them, to hating them, to saying -- what can ya do?
1) We should respect that some countries like to use them, and who are we to walk into South Africa and ban their footballing horns?? The Vevuzela derives from a real horn used in celebrations....the Brazilians do the samba and have steel pans. So we have no right to ask for a ban
2)HOWEVER, the world cup is...THE WORLD CUP...the Vevuzela is 'streamlining' all national identity at football.
The English like to play the brass band, they like to chant, The brazilians use steel pans the dutch use their own horns.
BUT there is no national identity in the crowd noise anymore....
3)what the fuck can you do? nowt....

Maybe now that South Africa are basically out, the annoying horns may possibly follow them .
