I don't think that was a penalty. Smalling does have the guy's shirt but he didn't bring him down, the player throws himself to the ground and that's what the ref saw as more of a factor, not sure if he could even see Smalling holding the shirt due to the angle. Probably didn't book him for a dive because there was something in Smalling's challenge but the attacker did too much trying to sell it. In the end, right call.
