"Michael knows when he came to our club, Pedro Mendes was playing there as well, and Mendes was a terrific player,'' he told Five Live.
''I made a choice for Michael, and he knows that. He made progress, so he owes this club.
"Spurs are a great club, he knows that, he is telling everybody.
"It is always difficult, because you have specific feelings if a big club is coming in - but I think we will do maybe a good job in the next couple of seasons and he will be happy at Spurs."
Jol insists Tottenham have no intention of releasing one of their most important players and has ruled out allowing Carrick to leave, irrespective of the figure offered by United.
"They put a bid in, we turned it down and that is it, because we do not want to lose a player like Michael Carrick,'' he added.
"He was probably our best midfield player this season, so why should we sell him?
"I have told my chairman Daniel [Levy] I want to keep him. We are building something, so I cannot do without him.
"The chairman is a Spurs fans as well and he is always listening - that was his reaction as well, that we do not want to sell him because Michael Carrick did well for us."

If Carrick chose to stay at Tottenham it would simply be because of loyalty not because he believes he will win more trophies there, if he makes his decision on ambition and winning trophies he will be playing at Old Trafford next season.

If he choses to stay at Spurs out of loyalty and a desire to help them win trophies, then so be it I can respect that I just wish we could find players that feel that way about United!

Well if he wants to play for England more and be closer to home United are the place to go for him, no disrespect to Spurs but with Arse and Liverpool improving this season was there best chance of pushing for Champions League and if Carrick wants to get into England line up he will need to prove himself in europe over a few seasons.

Players aren't loyal to a team until they join them, unless of course it's a return to the club or they were a fan.

The stupid thing is, we should have had Carrick when West Ham went down, along with Cole and Lampard, all three of them were obviously brilliant.
Has soon as West Ham went down, and started talking about having to sell to buy, Fergie should have called up with a cheque made out for all 3 of them.
Now were looking at bidding 14 million for Carrick, who is probably the least developed of the three.
Also, it seems to be the latest craze of pro footballers to say "I rejected United" so we wont get him anyway.
