That one statement shows what little you know about football. The price tag of a footballer these days is determined more by hype than quality. You're saying Andy Carroll and Fernando Torres are top players then are you? Do you know how much Dortmund paid for Gundogan when he was Barkley's age? Do you really think Ross fucking Barkley is better than Mario Gotze? Or better than Eden Hazard? Or better than Oscar or Mata? Or Robin Van Persie? I'm all for spending money but if you are looking to spend 40 million at least spend it on a sure thing not on a hope and a dream.
