It depends whether you judge on the process or the outcome.
Outcome was we signed 5 players who walk into the first team and provide a significant upgrade on the players they are replacing and we managed to keep Ronaldo whose goals would have been impossible to replace. We overpaid for Antony by about £20m but that was partly offset by getting Eriksen on a free and Malacia looks a total bargain at £15m given Chelsea paid £60m for Curcurella and Casemiro will be worth every penny we spent on him. But selling Garner on the cheap will probably turn out to have been a big mistake. And it is frustrating we couldn't get a transfer fee for Bailly, Telles and Henderson although if they do well on loan it might make them easier to shift next summer. And our business did not go far enough as we could have done with another RB, a playmaking CM (although Eriksen will probably do for this season) and a CF.
Process as we know we wasted a lot of time with tough but fair negotiating before capitulating towards the end of the window and massively overpaying for Antony. The Frenkie saga was a bit embarrassing we should have agreed a fee with Barcelona at the start of the summer and walked away a lot sooner. We should have been firmer on player sales telling clubs we weren't interested in loans and wanted cash and held out for a lot more for Garner if Erik decided he wasn't part of his plans.
But we have ended up with the strongest first XI we've had since the Fergie years so if we are lucky with injuries and Erik can keep everyone fresh and motivated we have a good chance of finishing in the top 4 and winning a trophy or two. The problem of course is that as soon as we start picking up injuries or need to rest players then Maguire, Scotty, Elanga, AWB and Rashford get back into the team and we will be significantly weaker. And as usual we will be over reliant on key players such as Dave, Varane, Casemiro, Bruno, Ronaldo etc. But I guess that is true of every team.

Eriksen at one point looked like he wasn't gonna come. We only got Martinez once Arsenal agreed a fee. Malacia only got done because he was primed to go to Lyon.
Casemiro, whilst a great signing, could've been done weeks before. Antony, who will be excellent, should've been done in June. Dubravka, meh. Is he better than Heaton? Arguable.
Sold Pereira, Chong and Garner for pennies. Lads on loan haven't gone anywhere I expect them to pull up any trees.
Add to that we were seriously looking at a racist, a mummy's boy and wannabe rapper, instigating the biggest fan protests we've seen yet.
Yet another summer window failure and manager failed.

We desperately need an overhaul of our scouting and transfer team. We all thought that it was likely Murtaugh and Fletcher weren't up to the job, and that's how it looks. Murtaugh has been here for years, during our least successful period in decades, and done nothing noteworthy. Didn't do much at Everton, either. Fuck knows why he deserved a promotion apart from being a yes man. And Fletcher's qualifications and experience extends to being a decent and reliable squad player once upon a time. I'm glad that we signed Casemiro, but the fact that we have to spunk so much money on him towards the end of his career is a real problem, and a transfer strategy that has been an abject failure in recent years. Why are we so incapable of discovering the next Casemiro? We spend huge money on Amad, then the following year turn down Caicedo for a fraction of the price because he wasn't experienced. Comical. We fucked up by not going harder after Paul Mitchell and fucking Ralf out the door.

Football isn't about stats. It's about those magical players you end up telling your kids and grandkids about. That little murmur of excitement anytime that player gets the ball. That's why Saint-Maximin is by far and away the best player in the Premier League. He has that X-Factor that literally no one else has, except the lad we've just signed. Every team seemed to have enigmas like this going back to the Premiership in the 90’s. I’d happily watch a Middlesbrough game to see Juninho or a Newcastle game to see Ginola. Couldn’t tell you what either of their stats were but it was good craic watching them. I don't know if it's the misery of age and rose-tintedness but middling teams of the 90s and 2000s always seemed to have those sorts of magic players. Gazza rocking up at Boro for a couple of years in '98 comes to mind. Okocha at Bolton FFS. You still see them occasionally now but it feels rarer.

I think there's a bit of the Arjen Robben about Antony, especially in the way he shapes his body when dribbling. Cannot wait to see him out there. Now there’s a player who we could have signed on 3 separate occasions but bafflingly didn’t. To be fair the first time we were done the dirty by Kenyon.
